I was reading another thread here about the new droping of suid for X and was curious if I needed to do anything special or if the normal upgrade method (emerge -avuND @world) will handle it for me? Since I run Plasma I already have things like eudev and elogind (no systemd here) so that kind of stuff does not worry me. The more things I can run as my user the safer I believe the system will be. So do I need to do anything or is this an automatic change after the upgrade and reboot?

Given what you run (DE) it shouldn't be a problem, elogind will be the default.

I know it will be the default as it already is. I am asking if there is anything I need to do manually so it runs as user and not root any more.

No you don't have to do anything, the elogind flag will make sure X isn't running as (suid) root.
