If using intel pstate, and assuming that's what you want, it's just about doing:
Code:
echo 1 > /sys/devices/system/cpu/intel_pstate/no_turbo
to disable, and echo 0 to re-enable. It's effective immediately without doing anything else and will revert on reboot.

Personally I use a boot script to turn it off and enable it only when I need it (I don't have a bios/firmware option so it's always enabled otherwise).

So i would echo a 1 to it , to make sure turbo boost is enabled?

Opposite, see the line after. The file is named "no turbo" and 1 enables.. disabling it, then 0 would re-enable it. You can read the file to see what value it is at currently.

In my case lets me turn it on/off at will just fine, although I do have turbo enabled by default when I boot, not sure if that's needed.
