As prescribed in the Handbook, the first step is to get liveCD environment with the internet connection. On my laptop the latter is mediated by an rtl8188ee wi-fi card, which works in currently installed Linux Mint, but cannot be used under liveCD environment.

The problem is, the interface reports "No scan results found" whenever I want to scan the networks. There must be one because I have it always available.
On the other hand, Wifi works under Mint with systemd, network manager and that stuff.

I have tried the usual sequence
Code:
iwconfig wlp4s0 up
and
Code:
iwlist wlp4s0 scan
to no avail. In Mint,
Code:
iwlist scan
reports all networks around as it must be. There are no rfkills blocking the card, and
Code:
rmmod rtl8188ee; modprobe rtl8188ee
does not help.

What is the difference? How can I use the wifi in the liveCD envo?

kotee,

Welcome to Gentoo.

The liveCD hos very poor WiFi support. That's by design It needs to fit into the 700Mb available on the CD.
The firmware will be missing.

Don't use the Gentoo liveCD. Its only a toolkit provided to allow the install to be accomplished.
Any toolkit that works for you will do.None of the software in the toolkit goes into your install.

Boot into your Mint install.
Get a root shell.
Code:
mkdir -p /mnt/gentoo
now follow the Gentoo handbook to install Gentoo beside Mint.

If you intended to remove mint, not dual boot, any live media that will drive your Wifi will work.
