Preferably in chromium - but I'm open to suggestions: what is the most elegant way of doing a per-tab or per-session (either way) VPN?

One simple way would be to use a proxy instead of a VPN, be it http or socks proxy.
If you created several profiles with different proxies (or maybe even pass proxy address in an environmental variables) you could use them at the same time.

Another, more funny and generic way (but more complex to setup) would be running your browser inside a namespace with your VPN on choice instead of your regular connection.
Also, if you can run it as a different user, or bind to another IP, I think you could use multiple routing tables. This is the least clean solution though, and probably the easiest one to break.

I'd imagine there to be extensions for per-tab vpn connections - haven't needed any, so can't name any.

Per-session works easily with net namespaces. I won't go to technical details here since the net is full of guides, but basically you set up a vpn tunnel link, name it, then launch applications to use that link. 'ip netns exec myvpn chromium'
