Every time I (re)start PulseAudio and check pavucontrol it shows that the only output device is "Dummy Output" even though running "fuser -v /dev/snd/*" outputs nothing, I've tried running "emerge -vaUD @world" with the pulseaudio and alsa flags enabled, but that didn't change anything, and yes, my drivers are loaded and working fine, because if I try running alsamixer as root, it shows all of my audio devices, but only shows the pulseaudio device when I list them as my user.

Are you sure that your drivers are loaded and working fine? That's the main issue I can see for now

The dummy output comes from the "load-module module-always-sink" line. It means the udev module is failing to detect your real cards for some reason, check syslog.
